Constitution of the
Korean Students Association
At the Georgia State
University
Preamble
It
is the purpose and goal of the Korean Students Association to
promote the education and enrichment of its members and the
university community with aspects of Korean culture through
involvement and participation in various social, cultural and
political activities. It is the dutiful and primary responsibility
of the General Board to ensure that the organization fulfills its
purpose and goal.
Article I - Name
The name of this organization shall be the
Korean Students Association, hereafter referred to as KSA.
Article II – Purpose
Section 1: To promote the general interests of
the Korean students.
Section 2: To serve our fellow students, the
university and the Korean community.
Section 3: To promote the Korean culture to
all students
Article III - Membership
Membership is open and guaranteed to anyone affiliated with the
Georgia State University who, regardless of race, religion, or
color, expresses an interest in the Korean culture and participate
in activities related to KSA.
Section 1 - General membership

Must pay all dues.

Has the right to
vote.

Must attend at least
one general meeting and at least two KSA functions.
Section 2 - Preferred membership
-
A general member
shall become a preferred member upon attending five general
meetings and three KSA functions.

Benefits shall be
determined by the Executive Board on a yearly basis.
Section 3 - Dues
-
Dues shall be
collected at the beginning of each academic year at the first
General Meeting.

The amount shall be
determined by the Executive Board.
Article IV - Quorum and Meetings
Section 1 - Quorum
-
A quorum shall be
comprised of at least 50% of the members of KSA.
Section 2 - General Meetings
-
General meetings
shall be held at least once a month and when deemed necessary.

A quorum must be in
attendance.
Section 2 - Officers Meetings
-
Officers meetings
shall be held on a weekly basis.
-
All officers must be
in attendance.
-
Four inexcusable
absences will lead to impeachment.
Article V - Executive Board
Responsibilities, Powers, and Duties
Section 1 - President
-
Represents KSA in
all official functions.
-
Responsible for the
organized maintenance of KSA.
-
Conducts and
presides over all meetings, as well as manage and oversee all
activities.
-
Serves as the
spokesperson and ambassador for the organization both on and off
campus.
-
Power to call
meetings.
-
Power to create new
offices and committees and appoint persons to it, with approval of
the Executive Board.
-
Right to designate a
replacement when unable to attend a function or meeting.
-
Has final say in all
matters dealing with KSA.
Section 2 - Vice
President
-
Serves as chief
advisor and reporter to the President.
-
Responsible for the
smooth and effective functioning of KSA.
-
Duty to ensure
internal unity and efficiency.
-
Handles special
events and activities.
-
Should have
qualities that apply to the office of the President.
-
Shall serve as the
president in the event that the elected president is unable.
-
Does not need the
designation or approval of the President in the case of an
emergency.
-
Have all powers of
the President in an emergency situation.
-
Any miscellaneous
duties which do not fall under any of the other offices or
committees shall be his/her responsibility to delegate.
-
Shall coordinate the
activities of the various committees, standing or ad hoc, so that
there is no conflict of interest, objectives, or activities within
KSA.
Section 3 - Secretary
-
Manage all clerical
duties.
-
Record minutes of
every board meeting.
-
Maintain all files.
-
Serves as the Chair
for the KSA newsletter.
-
Responsible for
taking attendance at all KSA functions and meetings.
-
Shall represent and
have all the powers of the President in the event that the
President or Vice President cannot.
Section 4 - Treasurer
-
All financial
matters shall be kept within the Executive Board.
-
Has sole power of
the disbursement of funds.
-
Responsible for the
distribution, care, and record of all funds and assets.
-
Manage the financial
aspects of all activities.
-
Record all
transactions.
-
A financial report
must be on file at all times with the Secretary.
-
Responsible for
collecting membership dues and any other moneys owed to KSA.
-
Supervise all
fundraising activities.
-
Maintain and draft
annual budget with ISAC.
-
Shall represent and
have all the powers of the President in the event that the
President, Vice President, or Secretary cannot.
Article VI - Voting and Elections
Section 1 - Voting
-
Only members shall
be able to vote and each member shall have one vote.
-
There shall be no
absentee voting.
Section 2 - Nominations and Qualifications
-
A Candidate for
President must be among a preferred member.
-
A Candidate for the
other positions must be among a general member.
-
No member may hold
concurrently an office on the Executive Board of KSA and the
executive board of any other organization.
Section 3 - Elections
-
Elections are for
all executive and general offices.
-
Elections shall be
held once a year.
-
Elections shall take
place at the end of the Fall Semester.
-
A quorum must be in
attendance.
-
Elections shall be
held by secret ballot.
-
Simple majority (>
50%) wins for all contested offices.
-
In the event that no
candidate receives a majority vote, a revote will take place for
the top two candidates over email.
Section 4 - Term of Office
-
Terms of office for
all positions shall begin commence after the entire new board has
been elected.
-
Terms of office
shall last for one year.
Section 5 - Vacancy
-
Any vacant office
shall be filled with the approval of the Executive Board.
-
The Vice President
Internal shall assume the presidency if it is vacated for any
reason.
Article VII - Resignation and Impeachment
Section 1 - Resignation
-
Any officer or chair
may resign at any time by notifying the Executive Board.
Section 2 - Move for Impeachment by a KSA Member
-
Any member of KSA
may move to impeach any elected officer based on constitutional
grounds.

Said motion must be
seconded.
-
A quorum must be in
attendance at an impeachment meeting.
-
Removal from office
will become effective upon two-thirds (2/3) affirmative vote of
the quorum.
Section 3 - Move for Impeachment by a KSA Officer
-
Any officer may move
to impeach another elected officer based on constitutional
grounds.
-
Said motion must be
seconded.
-
Removal from office
will become effective upon a unanimous vote of the General Board.
-
The officer in
question may elect to appeal before the entire KSA membership, in
which an affirmative vote of two-thirds (2/3) of the quorum
present shall result in the removal of the officer in question.
Section 4 - Reasons for Impeachment
-
Failure to follow
the constitution¡¯s rules and guidelines.
-
Failure to perform
his/her duties.
-
Four inexcusable
absences from officers meetings.
-
For any other reason
deemed appropriate by the KSA membership.
Article VIII - Ratification and Amendments
Section 1 - Ratification
-
This constitution
shall be adopted upon two-thirds (2/3) favorable vote of all KSA
Members.
-
The establishment of
this, the Constitution of the Korean Students Association of the
Georgia State University, shall abolish all previously existing
constitutions for the governance of KSA.
Section 2 - Amendments
-
Proposed amendments
to this constitution must be presented by any member of KSA in
writing to the Executive Board.
-
An amendment shall
be approved upon two-thirds (2/3) favorable vote of all KSA
Members.
